7.08.010 Created.
For the purpose of carrying into effect the provisions of this chapter and Chapters 7.12 and 7.16 LMC, there is established and continued a department to be known as the city sanitary department. (Ord. 1623 § 1, 1973).
7.08.020 Superintendent – Appointment – Authority.
The city manager, or the head of such department as the city manager shall designate, shall appoint a suitable and qualified person as superintendent of the sanitary department, and such superintendent shall have full charge and control of all the work provided for and contemplated by this chapter and Chapters 7.12 and 7.16 LMC. (Ord. 1623 § 1, 1973).
7.08.030 Superintendent – Duties.
The superintendent of the city sanitary department, with such assistance of personnel and equipment as shall be furnished him by the city, shall supervise and monitor the collection, removal and disposal of all garbage, refuse, trash, and offal within the city as may be required by contracts between the city and any solid waste disposal company with which the city may contract. 7.08.040 Sanitary fund created.
There is established and continued a special fund known as the sanitary fund into which all sums collected under Chapters 7.12 and 7.16 LMC shall be deposited and from which all expenses for the administration, maintenance and operation of the city sanitary department shall be paid. (Ord. 1623 § 1, 1973).
7.08.050 Additional equipment and personnel.
(1) The city manager is authorized to provide for the acquisition of such equipment and provide for the employment of such personnel to assist the superintendent of the sanitary department as in his judgment shall seem necessary or advisable.
(2) All expenditures therefor shall be from the sanitary fund. (Ord. 1623 § 1, 1973).
7.08.060 Solid waste collection and disposal – Private contractor.
The city council may enter into contracts for the collection, recycling and/or disposal of solid waste from all residents and businesses within the city with private contractors subject to such terms and conditions as shall be deemed by the city council, to be in the best interest of the city. In the event of such contract, all duties and responsibilities theretofore performed by the city shall be performed, to the extent of any contracts with a private contractors, by such contractors. In the event of such contracts, the city shall establish the rates to be charged for such collection, recycling and/or disposal services, and shall collect the same and shall have all rights of enforcement of collection as provided by the laws of the state and the ordinances of the city.
