15.68.010 Permission required for connection.

It is unlawful for any person, except duly authorized city employees, to make connections with any water main or water pipe belonging to the municipal water supply system without first obtaining permission so to do from the manager. (Ord. 1467 § 1, 1970; Ord. 1183 § 1, 1964; Ord. 426 § 40, 1943).

15.68.020 Cross-connection defined.

As used herein the term “cross-connection” means any connection between any part of the water system used or intended to supply water for human consumption and any source or system containing water or other substance that has not been approved by the city health officer (which term includes any deputy or assistant) as safe, wholesome and potable for human consumption. 15.68.030 Installation or maintenance prohibited – Exception – Abatement.

The installation or maintaining of a cross-connection between any private water supply and the public water supply system of the city is prohibited except as provided in LMC 15.68.040. Any such interconnection now existing or hereafter installed is a hazard and may be abated at once without notice by the city health officer or by the water manager, by disconnecting such cross-connection or by cutting off the supply of water from the city system to the premises supplied. 15.68.040 Back-flow preventive device.

The owner or operator of any water system having a separate source of water supply may cross-connect such water supply to the city water system only after having installed, at the point of such cross-connection, a back-flow preventive device approved, in writing, by the water manager and the Washington State Department of Health. (Ord. 1467 § 1, 1970; Ord. 1183 § 1, 1964; Ord. 426 § 40, 1943).

15.68.050 Private water system – Permit required.

No private system to supply water for human consumption within the city limits shall be installed or maintained except after an application setting forth the plan of the proposed system has been made to, and approved in writing by, the water manager and the city health officer. If the city health officer finds that the installation and maintenance of such system does not endanger the purity of the water supply of the city and is satisfied as to the purity of the water to be supplied through such private system then with the written approval of the plan of construction of such system by the water manager, a permit may be granted. If the water supply for such private system is found to be impure or if it be found that the private system as proposed will endanger the purity of the city’s water supply, or that the construction thereof does not conform to this code, the permit shall be denied. Water service from the city’s system to any premises upon which a private water supply system is used or operated contrary to the provisions of this article will be discontinued or refused. 15.68.060 Standby service.

Standby service may be supplied if the customer furnishes a back-flow preventive device approved by the State Health Department and the water manager for protecting the city’s water supply. (Ord. 1467 § 1, 1970; Ord. 1183 § 1, 1964; Ord. 426 § 40, 1943).

15.68.070 Annual inspection of back-flow preventive device.

Where a back-flow preventive device is in service, the device shall be inspected and tested at least annually by the city water department and must be in a satisfactory operating condition. If the device is not found to be in a satisfactory operating condition, the connection between the city water supply and the system isolated by the device will be severed immediately or city water service may be discontinued without notice.
