Effective April 19, 1999, the Longview City Council adopted the "Stormwater Runoff and Erosion Control Guidelines for the Longview-Kelso Urban Area." All construction, excavation and creation of impervious surfaces must conform to these guidelines, unless categorically exempt as defined in Sec.17.80.050 of the Longview Municipal Code.

Stormwater runoff and erosion control plans must be approved prior to issuance or approval of:

  • Building or excavation permits
  • Permits for construction, repair or maintenance work within the public right of way
  • Permits for construction of a driveway
  • Any preliminary plat or short subdivision of land
  • Public improvement drawings

Spiral-bound copies of the "Guidelines" are available at the City's cost at the Engineering Division counter.

Responsibility for maintenance of stormwater detention facilities or structures is apportioned in Longview Municipal Code Sec. 17.80.060.
