February 28 City Council meeting in brief

  • Presented Parks and Recreation Dept. Community Advocate award to Sarah Koss and the Rotary Club of Longview Literacy Committee.
  • Held a public hearing to consider annexing approximately 237 acres of unincorporated land along Ocean Beach Highway between 40th Avenue and 52nd Avenue, and directed the city attorney to prepare an ordinance approving the annexation.
  • Adopted Resolution No. 2293 authorizing an interlocal agreement with Cowlitz County and Cowlitz 2 Fire and Rescue to annex the 237 acres of unincorporated land along Ocean Beach Highway.
  • Held a public hearing to consider a request to vacate unimproved right of way south of 7th Avenue and west of California Way and approved the following:
    • Approved the vacation contingent upon payment of vacation fees, retention of a water easement, and providing for private utility easements.
    • Directed preparation of an ordinance after payment of the vacation fees.
    • Determined the vacation is needed for economic development opportunities in accordance with Resolution No. 2290.
    • Set vacation fees at $34,419.
  • Accepted the bid and awarded a contract to Advanced Excavating Specialists in the amount of $1,092,100 for the Nichols Blvd Pavement Rehabilitation project between Louisiana Blvd and 26th Avenue.
  • Accepted the bid and awarded a contract to Clark & Sons Excavating in the amount of $224,279.50 for the 3rd Avenue and 30th Avenue Improvement project to install a mid-block crosswalk on 30th Avenue at Columbia Valley Gardens Elementary School, and a mid-block crosswalk on 3rd Avenue near the Canterbury Park facility along with traffic signal modifications at the Hudson Street intersection.
  • Rejected all bids for the Beech Street Box Culvert Replacement project and directed staff to re-advertise for bids.
  • Authorized a contract with the engineering firm Gibbs & Olson in the amount of $465,000 to design the Beech Street Extension between Oregon Way and California Way for Local Improvement District No. 352.
  • Discussed a policy regarding consumption of alcohol in city parks and directed staff to prepare a resolution for Council to adopt the policy.
